Purchasing
Low-Consumption Toilets
and Toilet Replacements
With few exceptions, Washington State law requires 1.6
gallon-per-flush (gpf) toilets and 1.0 gpf urinals for all new construction and
replacement situations. These toilets are called low-consumption, low-volume or ultra
low-flush. Since all low-consumption toilets do not perform equally, Seattle Public
Utilities would like to help customers make informed purchase and replacement decisions.
