DEQ, in cooperation with the Virginia Marine Resources Commission and the Department of Agriculture and Consumer Services, has produced this comprehensive guide to environmental programs. It is intended to give a convenient, concise source of basic information on state environmental programs to the general public, company owners, plant operators and local economic development officials. The focus is on actions to be taken before an individual or company constructs or starts up a facility or process that will result in emissions to the air, water or land.
