Software helps small businesses write SBIR proposals

JADE Research Corp. has developed a series of software programs that meet the specific proposal requirements of the 11 federal agencies in the Small Business Innovative Research program. A similar software package also includes the required blank proposal forms that can be completed on-screen.

According to Jack Davis of JADE, the company's software can save proposal writers one or more days of procurement package study and proposal preparation. It also helps ensure the final product complies with specifications in the request for proposals. Although a relative newcomer in the field of software development, JADE's staff members have experience in writing and winning major proposals as defense contractors.

Other software packages offered by JADE include a program that leads users through the legal issues of acquiring intellectual property rights; a tutorial on the financial obligations associated with bidding, winning, and performing federal government contracts; and a library of information gathered at national SBIR conferences. Software packages range from $95 to $145 for the first copy. Additional copies and updates are available at a reduced price.

The U.S. Department of Energy Small Business Innovative Research program is expected to issue its request for proposals in December 1995.
