Private industry has a chance to benefit from the expertise of U.S. Department of Energy technologists. The Affiliates Program is a pilot project at DOE's Oak Ridge facilities, managed by Lockheed Martin Energy Research/Energy Systems, and is part of the Global Environmental Technology Enterprise. Under the Affiliates Program, private companies needing to solve environmental problems can obtain the services of DOE technical experts for up to 50 days a year. The program also helps promote and commercialize Office of Science and Technology-developed environmental technologies.
All tasks are negotiated under a simplified contract with Lockheed Martin Energy Research/Energy Systems. Soon after the program receives a request, an agreement can be in place and the technologist can begin work at the company's site. The cost is reasonable, including the technologist's salary, fringes, travel, and low overhead. Prepayment is not required. The company is billed monthly for actual costs incurred. On May 3, the Morgantown Energy Technology Center in Morgantown, West Virginia and the Office of Science and Technology published a Research Opportunity Announcement in the Federal Register that will stay open for one year. Approximately $5 million will be available for applied research and development of environmental restoration and waste management technologies. Twenty percent of available funding is set aside for small businesses. The projects selected cannot duplicate existing work but must complement or enhance existing or planned work and best serve the needs of DOE's Environmental Management program.
