GUIDE SPECIFICATION: Fluid, Deicing/Anti-icing, Runways and Taxiways, Potassium Acetate Base ñ in addition to requirements set by AMS 1435A

1.        Scope:Ý This specification covers a potassium-acetate based deicing/anti-icing fluid in the form of a concentrated liquid meeting FAA-approved specification SAE AMS 1435A (ìThe Fluidî).

 

2.        Additional Buyer requirements prior to the award:

 

2.1     The Fluid shall be a minimum 50% potassium acetate by weight with a freezing point ofÝ -70ƒF (-57ƒC) or lower (method: ASTM D1177).Ý The Fluid shall not contain urea, ethylene or propylene glycol.

 

2.2     The vendor shall provide the name and location of The Fluid production site and a copy of independent laboratory certification of The Fluid to AMS 1435A. The certification shall be dated within 24 months of bid submittal.Ý If The Fluid is produced by a licensee or subcontractor, all testing shall be required on The Fluid produced at the site as if The Fluid were being initially qualified.

 

2.3     The Fluid density shall be 10.68 pounds/U.S. gallon (1.28 kg/l) at 68ƒF (20ƒC); the pH shall be in the range 10.5 to 11.5.

 

2.4     The vendor shall provide written technical information covering at minimum The Fluidís environmental impact, MSDS, handling, storage and application guidelines.

 

2.5     The vendor shall provide a complete acute aquatic toxicity test report for The Fluid.Ý The report shall be by an independent party and state compliance with U.S. EPA Test Methods 40 Code of Federal Regulations Parts 797.1300 and 797.1400.ÝÝ The 48-hour daphnia test result shall be reported and shall not be less than 1000 milligrams per liter.Ý The 96-hour test result for either rainbow trout, bluegill or fathead minnow shall be reported and shall also not be less than 1000 milligrams per liter.Ý

 

2.6     The vendor shall provide a report of The Fluidís biochemical oxygen demand (BOD) and theoretical total oxygen demand (TOD).Ý The report shall be by an independent party and state compliance with EPA test methods.

 

2.7     The vendor shall provide an independent third party test report of The Fluidís compatibility with asphalt concrete pavement materials, including bitumen softening and asphalt concrete adhesion strength before and after immersion.

 

2.8     For long-term storage reasons, The Fluid shall be stable and shall not separate in storage.

 

2.9     For chain of custody reasons, The Fluid shall be manufactured using technology owned by the manufacturer.Ý Fluids manufactured on license are not acceptable.Ý A ìmanufacturerî is an organization that produces The Fluid and its primary component potassium acetate.

 

2.10  The vendor shall provide comprehensive, on-site training to Buyerís personnel.

 

2.11  The vendor shall provide evidence that it can deliver The Fluid to the Buyerís receiving location within ____ hours of order placement.Ý Vendor shall provide the names of ____ airports to which it supplied The Fluid during the prior twelve-month period.

 

2.12  The Buyer may request disclosure of Fluid composition including additives.Ý The Buyer, at its sole discretion, reserves the right to give preference to Fluids where composition or environmental tests indicate lower environmental effect.

 

2.13  The Buyer reserves the right to inspect the manufactureís production plant and/or the vendorís distribution facility prior to contract award.

 

2.14  The Buyer recognizes the value of ISO international quality standards, and reserves the right to give preference to vendors who document The Fluidís production using ISO 9000 certified processes.Ý ISO 9000 production site certification must be provided with bid.ÝÝ
