The Pollution Prevention Program of the Colorado Department of Public Health and Environment (CDPHE) offers information and technical assistance to get you started with pollution prevention (P2). P2 involves reducing or eliminating the creation of pollutants or wastes at the source, through using less hazardous raw materials or using more efficient practices or processes.

The IAC Program provides no-charge energy, waste, and productivity assessments to help small and medium-sized manufacturers identify measures and plant and office designs to maximize energy efficiency, reduce waste, and improve productivity.

EFIN is an outreach service offering electronic access to many types of environmental financing information on financing alternatives for state and local environmental programs and projects. EFIN services include a World Wide Web site, an on-line database, referrals to an expert contact network, infoline, and distribution of Environmental Finance Program publications and some EPA publications. EFIN also maintains a Web page of Environmental Financial Tools which includes tools produced by the Environmental Finance Program, the Environmental Financial Advisory Board (EFAB), the Environmental Finance Center Network.

The Tool Book provides a step-by-step guide to financing and technical assistance for introducing energy efficient and pollution prevention technologies into the Manufacturing process.

An important part of the Tool Book is the description and use of Total Cost Assessment (TCA), which in the financial analysis process, offers an approach to removing unnecessary financial barriers to investment in pollution prevention and energy efficiency technology equipment. TCA assists businesses in the development of a comprehensive financial analysis of the true profitability of environmental investments.

The program goal is to encourage industries to modify their production process to closed loop systems driven by economics not regulation, with a focus on prevention rather than remediation. This is industrial ecology, and to encourage its development, IEAP is building a database.

RDI was created in 1997 to provide start-up assistance to companies, which would expand reuse opportunities for recovered materials and increase landfill diversion in Colorado. It is the central advocate and business assistance source for recycling firms in Colorado, and is continuing to serve early-stage firms to help develop a pipeline of companies with strong business plans to improve their chances of raising the capital they need. It has assembled a team of proven business assistance providers as well as a consortium of conventional lenders, development lenders, and risk capital investors towards that end.
