DEPARTMENT OF ENERGY (DOE) Small Business Innovation Research (SBIR) Program Note: This is a grant not a loan. DESCRIPTION: The SBIR program was created in 1982, requiring that Federal agencies with R&D budgets over $100 million establish an SBIR program using a set-aside of a stated percentage of that budget. The percentage in now 2.5%. Purpose of the program is to increase small business participation in Federal R&D, and increase private sector commercialization of technology developed through Federal R&D. DOE’s annual solicitation contains topics that include environmental research and environmental management. PURPOSE: Through the SBIR Program, DOE makes awards to small, high-tech firms for research and development of cutting-edge technologies. The program is intended to spawn commercial ventures that improve our environment and quality of life, create jobs, and increase productivity and economic growth.
