DOIT Gets New Direction


During a Western Governor's Association meeting on November 28, 1994, the Committee to Develop On-Site Innovative Technologies (DOIT) was given two critical deadlines. By June 15, 1995, DOIT will develop a protocol for state permit reciprocity of environmental technologies. The protocol must include procedures for obtaining joint permitting, a statement of the extent of joint cooperation, cost and performance standards, and a model for stakeholder participation. In addition, DOIT must adopt an operating plan by June 1996.

In December 1994, DOE Deputy Assistant Secretary Clyde Frank announced the Office of Technology Development will no longer fund DOIT's Munitions, Military Waste, and Mine Waste Working Groups with the exception of projects relating to multi-state reciprocity. OTD will continue funding the DOIT process and the Mixed Waste Working Group. Frank challenged the committee to find ways DOIT demonstration projects can further interstate cooperation on technology verification and reciprocity.
