Abstract: The American Assn of State Highway and Transportation Officials (AASHTO) and the National Asphalt Pavement Assn (NAPA) seek changes or relief from provisions of the 1991 Intermodal Surface Transportation Efficiency Act that require states to use recycled crumb rubber in 5% of their asphalt tonnage laid in 1994 and and increasing amounts in later years. AASHTO and NAPA complained to Rep Bob Carr (D-MI). They maintain crumb-rubber asphalt will add about $1 billion per year to state pavement costs by 1997. Article A14088849
