                Crumb rubber backers stand firm. (use of recycled tires in 
                asphalt paving) 
            Abstract: Concerned groups led by members of the American Institute 
            of Architects and environmentalists are lobbying for the immediate 
            implementation of the 1991 Intermodal Surface Transportation 
            Efficiency Act (ISTEA). The bill mandates statewide use of recycled 
            tires in asphalt paving by 1994. Supporters of 'crumb rubber' say 
            that ISTEA will help reduce tire piles, which are health hazards and 
            public nuisances.
