The Depot has worked hard to achieve our high level of compliance. This hard work was recognized in April 1993 when NADEP JAX was awarded the DoD Pollution Prevention and Recycling Award. We also won the Adams Environmental Award presented by the City of Jacksonville and Audubon Society and were recognized by the City's Environmental Protection Board for outstanding achievement in the government category. Recently, we were honored for our environmental success by winning the First Coast Manufacturers Association 1994 Environmental Award.
Within our materials engineering group resides the Naval Air System Team's Lead Maintenance Technology Center for the Environment (LMTCE). This group of chemists, materials engineers, and engineering technicians acts as a coordinating body for new technology implementation. Resulting process improvement initiatives have saved NADEP JAX $2,700,000 in the last three years.
The Depot maintains a five year Environmental Management Plan to address all potential environmental issues.
Air Pollution Control
Reduced VOC emissions from paint operations by 50% when we:
- Eliminated VOCs by introducing high solids paint systems
- Eliminated VOCs, lead and chrome from Ground Support Equipment paint systems.
Reduced VOC emissions by more than 50 tons annually when we:
- Eliminated 18,000 pounds ODSs per year in aircraft exterior spot cleaning
- Since 1990, eliminated 16 of the 17 vapor degreasers and reduced ODS usage by 199,200 pounds for an annual savings of $896,000.
- Utilized Ion Vapor Deposit Aluminum coating instead of cadmium plating saving approximately $141,000 per year.
- Reduced use of Methylene Chloride paint stripper.
Water Conservation
Three military construction projects will close-loop industrial wastewater currently being discharged to the NAS JAX industrial waste treatment plant. These plants will operate on the principle of zero discharge by close-looping process water. When completed, NPDES pretreatment requirements will be eliminated, and 150,000 gallons of fresh ground water will be saved per day. This will reduce water required from 37 million gallons to 2.5 million gallons of fresh water per year.
Noise Pollution Control
- Although we test jet engines at all times during the day and night, NADEP JAX has not received one compliant since operation of the environmentally compliant Kemen test cell began operation in 1987.
Waste Management and Resource Recovery
- Saved over $2.5 million in solid waste disposal avoidance and revenue generated in FY94
- Recycled 126 tons of scrap metal in FY91 for over $111,000 savings; 495 tons for $294,403 in sales for FY92; 327 tons for $194,747 in sales in FY93; 214 tons FY94 for $172,000
- Reduced solid wastes to landfill by 30-35%
- Recycled 346 tons of paper and aluminum cans in FY91, FY92, FY93 and FY94.
Hazardous Waste Management
- Implemented two buss bar plating system resulting in annual savings of $205,000
- Implemented substitute for cyanide plating stripper which saved over $23,700
- Reduced the amount of conversion coating used on aircraft exteriors by 90% and the associated water usage by 80% for a annual ssavings of $20,000
- Replaced chrome plating with High Velocity Oxygen Fuel thermal spray for annual savings of $193,000
- Replaced halogenated paint/carbon stripper for annual cost savings of $114,400
- Implemented the use of non-chrome solution to remove damaged anodized films on aluminum and aluminum alloys which reduced chromate usage and toxic waste by 6,300 pounds/year. Similar efforts for deoxidizing aluminum resulted in 12,000 pounds/year reduction
- Established a Environment Control Center which consolidated our hazardous material, hazardous waste and recycling programs within one specialized, highly trained group. This group manages HM/HW from cradle to grave which created a $2.85 million savings in hazardous material procurement and 72,000 lbs in pollution reduction.
Community Involvement
NADEP is not just a Naval command located in Jacksonville but a member of the community. By participating in and hosting local events, we have increased public awareness of the environmental responsibilities that we all share, as well as forged stronger ties with our neighbors. Our activities have included:
- Hosting a Pollution Prevention Symposium for community sharing of our success stories in Fall of 1992
- Sponsoring annual Earth Day Poster contest for area children
- Participating in annual Ecological Fairs
- Exhibiting Hazardous Waste Minimization display at Jacksonville Museum of Arts and Sciences; a Pollution Prevention display at Heritage Day celebrations, Scout World/Armed Forces, and Memorial Day events; EPA Region IV Pollution Prevention Conference
- Educating area school children about ecology and what they can do to enhance our environment
- Speaking at area organization meetings like Florida Association
Environmental Professionals, Civic Round Table, etc. and
- Hosting annual NAVAIR Pollution Prevention and Technology Exchange Conferences.
- Member of the North Florida area First Coast Manufacturers Association Environmental Committee and Chair of the Pollution Prevention Subcommittee
- Working with Florida State Department of Environmental Regulation and First Coast Manufacturing Association to plan Florida's first statewide Pollution Prevention Conference.
