This Maintenance Management Order (MMO) supersedes and replaces MM-039-93.

This Maintenance Management Order (MMO) identifies a pollution prevention program for EPA targeted chemicals.

The U. S. Postal Service and Environmental Protection Agency (EPA) have targeted seventeen (17) chemicals for a fifty-percent (50%) reduction in usage by the year 1995. Several of these chemicals are widely used by the Postal Service.

The 17 targeted chemicals are:

Benzene, Cadmium and Cadmium compounds, Carbon Tetrachloride, Chloroform (Trichloromethane), Chromium and Chromium compounds, Cyanide compounds and Hydrogen Cyanide, Lead and Lead compounds, Mercury and Mercury compounds, Methyl Ethyl Ketone, Methylene Chloride (Dichloromethane), Methyl Isobutyl Ketone, Nickel and Nickel compounds, Tetrachloroethylene (Perchloroethylene), Toluene, 1,1,1-Trichloroethane (Methyl Chloroform), Trichloroethylene, and Xylenes (all Xylenes).
These chemicals are used in processes and operations, individually or as constituents of products, involving degreasing engine parts and equipment cleaning, paint preparation, painting, paint spray booths, brush cleaning, paint removal, pest control, cleaning operations, photo processing, printing, and Postal labs.

To address the Postal pollution prevention/waste reduction program, a strategy has been developed that involves inventory, inventory control, purchasing, substitute chemicals, process evaluation and monitoring.

You must perform a complete inventory of your maintenance products using the EPA Targeted Chemical Inventory Form (Attachment 1). During your inventory review, refer to AS-553, "Hazardous Waste Guide" and AS-552, "Waste Reduction Guide". The instructions for completion of the EPA Targeted Chemical Inventory Form are printed on the reverse side of the form. Should you need to copy this form, please copy both sides.

The attached EPA Targeted Chemical Inventory Form is designed to be OCR READABLE, which will greatly enhance our capability to utilize the information collected in this survey.

The completed form should be returned to MTSC by December 17, 1993.

The next phase of the Pollution Prevention program will be the identification of substitute products.

Use a fine point, black ink, felt pen or equivalent that provides a clean clear representation of each character.

Use the style guide at the bottom of the form to properly print characters. Pay particular attention to numeric characters that can be misinterpreted as alpha characters and vise versa (ex: 6 - G, 1 - I).

Do not make copies of copies! Each copy of a copy enlarges the form and ruins it for OCR readability.

1-6 Ensure that each different facility surveyed is identified with a unique finance number and sub-location.

Identify each product by its commercial name from the container label.

Estimate quantity on hand in Gallons. Round to the nearest Gallon. If you have just a small quantity enter a minimum of 1 gallon.

Identify the manufacturer of each product.

Identify targeted chemicals in each product by corresponding codes.
