The Department of Environment and Natural Resources (DENR), Division of Pollution Prevention and Environmental Assistance (DPPEA) is available to provide free, non-regulatory technical assistance to local governments on recycling of disaster debris. For assistance with the collection, processing, or development of end markets for disaster debris, please call DPPEA at (919) 715-6500 or toll free (800) 763-0136.

The DPPEA has established lists of recycling services and markets for disaster debris in the Directory of Markets for Recyclable Materials. The most current information is available on our fully searchable web site: http://www.p2pays.org/dmrm/. If you do not have Internet access, please contact the DPPEA to obtain print outs of the information referenced below.

Debris Types and Management Options:

· Vegetative Debris: Vegetative debris such as trees, stumps, brush, and leaf and yard waste make up the largest portion of the debris produced during tornadoes, hurricanes, and other natural disasters. Vegetative debris can be collected, stockpiled, and processed to the specifications of a mulch or boiler fuel product. Although some local governments have purchased wood processing equipment, others find it more cost effective to contract out the services.

· Aggregates: Large amounts of aggregate debris such as asphalt pavement and concrete may result from the destruction of roadways during disasters. These materials can be collected, stockpiled, and processed to the specifications for road base aggregate or solid fill material.

· Construction and Demolition Debris: Another large component of disaster debris is the construction and demolition (C&D) material that results from the destruction of homes, commercial and non-commercial buildings, and other structures. The materials produced from these sources may include wood, aggregates, metals, gypsum, plastics, and other miscellaneous components. These materials can be managed by using existing recycling facilities, and supplemented by establishing temporary C&D processing sites in areas where adequate recycling infrastructure does not exist. Prior to the establishment of any temporary or permanent C&D recycling operation, the development of end markets for the resulting recycled materials must be established. Mixed C&D Processing: Several mixed construction and demolition debris processing facilities exist in North Carolina including Phoenix Recycling in Charlotte (704) 504-0771, Phoenix Recycling in Havelock (252) 447-0701, EJE Recycling in Greenville (252) 752-8274, and Wilmington Materials in Wilmington (910) 763-4560.

Material Reuse: Material re-use centers, such as Habitat for Humanity in Raleigh, NC, accept used building materials such as lumber, windows, doors, and appliances. Source separated, clean, quality items may be salvaged in this manner.

Sawdust Sources for Composting Animal Mortalities:  A recently published guidance document for Composting Animal Mortalities (needs link to full document) from Hurricane Floyd is available from the NC Division of Pollution Prevention and Environmental Assistance. This guidance explains how to compost mortalities with sawdust or other high-carbon bulking agents. Sources for Sawdust and Bark are available from DPPEA’s Directory of Markets for Recyclable Materials, and also from a Database of Secondary Wood Product Manufacturers, many of whom produce sawdust as a recyclable material.

Deconstruction: The practice of dismantling houses and re-using the resulting building materials is currently taking place in North Carolina. A pilot project is being conducted with FEMA to deconstruct homes within flood plains to avoid future destruction. For assistance with deconstruction projects, please contact the DPPEA.
