Develop In-House Surplus Property

Description: Because the
department manages 18 state farms, operates 13 laboratories, manages five
farmers markets, manages four agricultural centers, and occupies three
office buildings there is a variety of equipment, vehicles, office and
laboratory furniture, and supplies of all kinds purchased throughout the
year. Many of the items
slated for replacement continue to have value and useful life, especially
if the need is for a short duration of time or the application is not so
demanding. An opportunity
exists to make the surplus equipment and excess supplies available to
other divisions in the department. Already
some divisions are doing this, but their efforts are sporadic and may not
target the entire department. An
electronic bulletin board will be established for divisions to list
surplus items. If after a
reasonable period of time the items have not moved, they will be disposed
of through the traditional surplus property method. Contact:

Necessary for Implementation: This
project was originally scheduled for completion by the end of 1999.
However, certain events (for example, Hurricane Floyd) moved this
project to a lower priority. More
emphasis will be placed on this endeavor this year.
A central point, perhaps on the department’s web site, is
required for divisions to list their surplus items.
Each division will need to name a person responsible for listing
and removing items from the surplus list.
A few administrative details like a uniform listing format, item
description, and tracking of fixed assets will need to be resolved. Anticipated Environmental Sustainability Benefits: By extending the useful life of equipment items, additional raw materials are not needed to produce new items. In some cases, landfill disposal will not be required or that fate is delayed for a few years. Obviously, divisions will have an opportunity to acquire useful items at no or greatly reduced cost.
