OBJECTIVE: Advise of availability of re-refined oil and educate customers on benefits of utilizing re-refined oil in their motor pool fleets.
SCOPE: This presentation covers re-refined oil which is available from Defense Supply Center Richmond (DSCR).
SUMMARY:
Although all services have a system in place for collection of used oil for recycling, virtually none of them complete the loop by purchasing re-refined oil. In Dec 95, DSCR awarded its first re-refined 10W30 administrative engine oil contract, making it available to all military and federal installations. In Feb 97, DSCR awarded another re-refined oil contract for Military Specification (MIL-L-2104), 15W40 oil for heavy duty diesel and tactical engines. However, there is still a problem with lack of education about the benefits of buying and using re-refined oil. Misconceptions are cleared up in this presentation and facts and benefits of the use of re-refined oil are highlighted.
Attendees learn why using re-refined oil versus virgin oil is important - Executive Order 12873 and Resource Conservation and Recovery Act of 1976 (RCRA) requirements are highlighted. In addition, attendees learn about the re-refined oil manufacturing process and will view the processes output through glass tubes. Quality of this product is discussed, along with added benefits of ordering through Defense Supply Center Richmond.
DETAILS:
Defense Supply Center Richmond, which is part of the Defense Logistics Agency (DLA), manages over 700,000 items of supply under 242 different Federal Supply Classes. These items of supply are military unique as well as commercial (such as motor oil), and DSCR provides these items to the military as well as all Federal Agencies.
In December 1995, DSCR/DLA awarded a contract for 10W30 re-refined motor oil, in accordance with Commercial Item Description A-A-52039, which meets the American Petroleum Institute (API) "SH" performance classification, and the International Lubricant Standardization and Approval Committee (ILSAC) "GF-1" standard.
In February 1997, DSCR/DLA awarded a contract for Military Specification MIL-L-2104, 15W40 motor oil containing a minimum 25% re-refined base stock. This tactical oil has been qualified by the Army’s Mobility Technology Center-Belvoir, Fort Belvoir, VA for listing in the current qualified products list. This Mil Spec oil meets the American Petroleum Institute’s (API) CD and CD-II performance levels. MIL-L-2104 engine oils are designed for use in all combat and tactical, diesel and gasoline engine powered, ground vehicles and equipment, and include performance requirements for power shift transmissions. This oil is also used in many hydraulic, power steering, power transmission and gear box applications, as specified by the lube orders.
All re-refined oil from DSCR meets the requirements of Executive Order 12873 which requires the Federal Government to assume leadership in making more efficient use of natural resources through the acquisition of items made with recovered materials and work to increase and expand markets for recovered materials. In addition, it meets the requirements of RCRA, which requires any Federal Agency using appropriated Federal funds to procure items composed of the highest percentage of recovered material practicable.
Used crankcase oil, containing dirt, metal particles, and combustion by-products is collected and sent to a re-refiner for processing. This used oil is put through essentially the same manufacturing/refining process as that used to produce motor oil from virgin oil, although there are some modifications which allow for decontamination of the used oil, separation of water from the oil, and other measures to assure quality.
Prior to the re-refining process the collected used oil is tested and inappropriate feed stocks are rejected. Basically the re-refining process consists of three distillation stages, followed by hydrotreating. The three distillation stages, dehydration, fuel stripping, and vacuum distillation, produce distilled oil, fuel, and asphalt extender products. The distilled oil is hydrotreated to produce the finished base oil, which is blended with an additive package to produce a finished product such as the 10W-30 engine oil procured by DSCR.
There are several benefits to ordering re-refined motor oil from DSCR, discussed as follows:
Quality: DSCR’s 10W30 re-refined oil meets the American Petroleum Institute (API) "SH" performance classification. In addition, it meets the International Lubricant Standardization and Approval Committee (ILSAC) "GF-1" standard. In order to provide the Services with an added level of confidence, all technical data submitted in support of the Commercial Item Description (CID) requirements have been reviewed by the U.S. Army Tank-Automotive and Armaments Command, Mobility Technology Center- Belvoir, prior to contract award. Furthermore, the U.S. Army Petroleum Center has endorsed the use of this engine oil as a suitable substitute to engine oil containing virgin base stock and meeting the same CID requirements.
DSCR’s MIL-L-2104, 15W40 re-refined oil has been qualified by the Army’s Mobility Technology Center-Belvoir, Fort Belvoir, VA for listing in the current qualified products list. This Mil Spec oil meets the American Petroleum Institute’s (API) CD and CD-II performance levels. Delivery: Re-refined motor oil through DSCR is on a Direct Vendor Delivery (DVD) contract. This means the oil is shipped directly from the vendor to the customer within 15 days (for the 10W30) or 30 days (for the 15W40) after receipt of order. This gives the customer fresh product with the full 24 month shelf life (same shelf life as the virgin oils). Moreover, there is no minimum for this DVD shipment and no additional charge.
Pricing: Re-refined oil through DSCR is priced competitively with virgin oil. For Fiscal Year 97, all six NSNs are equal to or cheaper than their corresponding virgin oils. This equates to savings for the customer.
Ordering: Ordering re-refined oil through DSCR is easy. DSCR accepts the preferred ordering method of automated MILSTRIP and FEDSTRIP ordering procedures. In addition, DSCR has a touch-tone telephone system and an 800 fax number for alternative ordering procedures. Moreover, DSCR has an 800 phone number for customer assistance. RCRA Reporting: When you order your re-refined motor oil through DLA, DSCR handles the RCRA reporting requirements for the customer!
In addition to the currently available 10W30 and 15W40, DSCR is in the process of procuring 5W30, 30W, and 40W re-refined oil and hopes to have it available for the customer by the end of Fiscal Year 97. And in FY 98, DSCR hopes to have a re-refined closed-loop system in place. This program would provide for delivery of re-refined oil and pick-up of used oil.
