Narrative:

MCMMS provides a closed loop system for the purchase, issue, and disposal of chemicals and creates a workshop file which identifies health hazards associated with chemicals used. Alternatives considered/reasons deleted: Chemical control by using organizations/no audit trail generated, integrity of the data base questionable. Benefits: CMMS provides an audit trail to track chemicals to specific location of use, assures issuance of chemicals only to authorized users, and creates a data base used to comply with federal recordkeeping requirements. Impact if not provided: Lack of control over the issue and use of chemicals, inability to maintain an accurate chemical data base, difficulty in identifying and tracking workshop compliance with waste minimization goals.

Status:

1. Project renamed as the Environmental Management Information System (EMIS). EMIS resides on a VAX 8550 mini-computer and is networked to Environmental Management, Bioenvironmental Engineering Services, the Hazardous Materials Cell, central receiving, the hazardous material warehouse, chemical staging areas and many environmental liaison offices. EMIS is currently being re-engineered as Windows data base application and will reside on a Novell network.
2. The application has expanded from a container tracing data base (1984) to a cradle-to-grave system, tracking information about materials and waste from the point of procurement to final disposition. EMIS can send or receive data with other data bases. Current interfaces exists with: PHOENIX, AQUIS, CAMS, Personnel data, AND SBSS.

Lessons Learned: The major delay in achieving a final product has been the difficulty in conveying to the contractor exact requirements in a way that they uld develop it from start to finish for a fixed price. In addition, the changing dynamics of environmental regulations has been challenging to keep up with and causes further delays in the performance requirements of the contractor.
